A statewide service area built around the homes themselves
Rhode Island is compact on a map, but its houses are not interchangeable. Providence and Pawtucket have dense multifamily housing and older wall assemblies. Warwick and Cranston mix early neighborhoods with postwar capes and ranches. Western Coventry, Exeter and West Greenwich bring longer driveways, private wells and more exposed building sites. Complete Home Comfort evaluates the actual envelope rather than assigning the same scope to every ZIP code.
Every Rhode Island project starts by identifying air leakage, missing or uneven insulation and conditions that must be corrected before weatherization can begin. Eligible homeowners then move through the applicable Rhode Island Energy process, with RISE Engineering administering the residential program and Complete Home Comfort performing approved installation work.
Complete Home Comfort is registered with the Rhode Island Contractors' Registration and Licensing Board as a residential contractor under GC-39983. The official state lookup lists the registration as valid through February 17, 2027.

How the Rhode Island energy-efficiency path works
Start with the assessment. Rhode Island Energy offers no-cost Home Energy Assessments for eligible residential customers in one- to four-unit homes. The assessment identifies air sealing and insulation opportunities, produces a home-specific plan and determines which current incentives apply.
Incentives depend on the home and the program. Rhode Island Energy currently advertises substantial insulation and air-sealing support, with the exact percentage and cap determined by eligibility, building type and the approved scope. Program terms change, so the written assessment and approval control, not a generic website estimate.
RISE Engineering is the regional administrator for Rhode Island Energy's residential efficiency program. Complete Home Comfort works as an approved installation contractor within that program, giving homeowners one crew for the approved insulation and air-sealing scope.
