Program-Approved Help for Massachusetts and Rhode Island Rebates

Complete Home Comfort performs approved insulation and weatherization work through Mass Save in Massachusetts and through Rhode Island Energy programs administered by RISE Engineering in Rhode Island. Homeowners get one local team for the assessment path, paperwork and installation.

  • Massachusetts customers can move through Mass Save with the scope, submission and approval handled in-house.
  • Rhode Island homeowners begin with the Rhode Island Energy assessment process administered by RISE, then Complete Home Comfort performs the approved installation scope.
  • No materials are ordered until the home has been walked, the right scope is clear and the rebate path is ready.

Quick check

Not Sure If You Need Insulation? Start With What Your House Is Doing.

Pick whichever of these sounds like your house. Each one points to the service that usually fixes it, and the cutaway shows where the problem tends to live.

Rooms too hot or too cold
Drafts at windows and doors
High heating and cooling bills
Ice dams on the roof
Cold floor over the garage
Cold or damp basement

This usually points to attic insulation

Heat rises, and a thin or missing attic floor is one of the biggest exits it has in a New England house. Rooms that run several degrees off from the rest of the house are the everyday symptom of it, and it is behind most of the calls we take.

See attic insulation

This usually points to air sealing

A draft is air moving through a gap, not a lack of insulation in the cavity behind it. Packing more material against an open gap hides the draft without stopping it, so the gap gets sealed first and the insulation goes in after.

See whole-home air sealing

This often points to wall insulation

Plenty of older Massachusetts and Rhode Island houses have empty stud bays behind the plaster. The heating system runs longer to hold the same temperature, and the bill is the first place it shows. Wall cavities can be filled without taking the wall apart.

See wall insulation

This points to ice dam prevention

Heat escaping into the attic melts the snow on the roof, the water runs down to the cold eave and refreezes there. The ice is the symptom. The heat loss above it is the cause, and that is what gets fixed.

See ice dam prevention

This points to garage ceiling insulation

A room over an unheated garage sits on top of outside air. It is the most named cold room in the houses we walk, and the fix is in the garage ceiling below it rather than anywhere inside the room itself.

See garage ceiling insulation

This points to basement insulation

Cold and damp air in a basement does not stay in the basement. It moves up into the first floor through the rim joist and the floor above, which is why a cold kitchen floor is often a basement problem wearing a disguise.

How we work

We treat your home like our own

The process

How Every Project Moves From Assessment to Install

Every job runs through the same three steps, in the same order, whether it is one attic or a whole house. Nothing is guessed at over the phone and nothing is ordered before you have seen the plan.

  1. 01

    Free Work Scope Assessment

A technician walks the whole house, attic to basement, and notes where the building envelope is failing: drafts, gaps and areas with old or missing insulation. The visit itself costs nothing. See what happens during a free assessment.

  2. 02

    Utility Approval

Before any material is ordered, the scope follows the program for the address: Mass Save Home Energy Services in Massachusetts or the Rhode Island Energy pathway administered by RISE in Rhode Island. Approval comes before installation so incentive eligibility is not treated as an afterthought.

  3. 03

    Installation

Once the scope is approved, the same crew that ran the assessment carries out the work. Air sealing always comes before insulation goes in, the order that actually fixes a house rather than the order that is easiest to schedule around a truck.

The result

A tighter, better insulated house that holds a steadier temperature from room to room, wastes less energy through a New England winter and summer, and can qualify for meaningful state utility-program incentives.

The incentives

What Can the Two State Programs Cover?

Massachusetts and Rhode Island use different eligibility rules, caps and paperwork. The assessment for your address determines the approved work and the current incentive before installation begins.

Mass Save ceiling on qualifying Massachusetts work75percent
0 percentMass Save ceiling, up to 75 percent

The Massachusetts figure is a ceiling, not a flat discount. Rhode Island Energy currently offers substantial insulation and air-sealing support under separate rules; the written RISE-administered assessment controls the percentage and cap for a Rhode Island home.

  • Complete Home Comfort coordinates the applicable program paperwork before materials are ordered, whether the address follows Mass Save or Rhode Island Energy.
  • Conditions such as knob-and-tube wiring, active water intrusion or unsafe ventilation may need correction before a scope can be approved.
  • Read the Mass Save insulation guide or the Rhode Island homeowner guide for the state-specific path.
Two services, one team

An Insulation Contractor and an Energy Advisor Under One Roof

One side of the business seals and insulates the house itself, from the attic down to the crawl space. The other side manages the utility program relationship: the paperwork, the scope submission and the approval that makes an incentive possible. Most homeowners only need one conversation to get both halves moving at once, since the same assessment that scopes the physical work also starts the utility paperwork.

Benefits of Upgrading Your Insulation

Comfort Year-Round

Insulation and air sealing work together to stop hot and cold spots from forming in the first place, so a room over the garage or at the end of the house stops running several degrees off from the rest.

Lower Energy Bills

A furnace or air conditioner that is not fighting a constant leak of conditioned air runs less often and for shorter stretches, which shows up directly on a monthly heating and cooling bill.

Energy Efficient

A tighter building envelope uses less energy to hold the same temperature, part of why both Mass Save and Rhode Island Energy support qualified weatherization work.

Noise Reduction

The same gaps and thin cavities that let heat through also carry outside noise. Sealing and insulating them cuts down on both at the same time.

Higher Home Value

Insulation and air sealing are the kind of improvement a home inspector notices and a buyer asks about, since it is a sign the house has been maintained rather than just decorated. See our insulation services for what each job includes.

Fewer Winter Problems

Ice dams, frozen pipe runs in cold cavities and condensation on cold surfaces all trace back to the same heat loss. Fixing the envelope takes the cause away instead of managing the symptom every January.

Common questions

Frequently Asked Questions

Cost depends on the size of the house, the current condition of the insulation and the scope the assessment turns up, so no price is set over the phone. Eligible Massachusetts homeowners may use Mass Save, while eligible Rhode Island homeowners follow the Rhode Island Energy process administered by RISE. The assessment and approved scope determine the actual incentive.

Yes. Complete Home Comfort coordinates the applicable Mass Save or Rhode Island Energy program scope and waits for approval before materials are ordered. Homeowners are not left sorting out the installation paperwork after the fact.

Complete Home Comfort is based in Franklin, Massachusetts and serves 73 municipalities across nine counties in Massachusetts and Rhode Island. Use the state selector above or the full service-area lookup to confirm a town, city or Rhode Island village.

You do not have to know. The quick check at the top of this page matches what your house is doing to the service that usually fixes it, and the free work scope assessment settles it properly by walking the house from the attic to the basement.

Insulation slows heat moving through a material. It does not stop air moving through a hole. Adding insulation over an unsealed gap leaves the air leak in place and hides it from view, so the gaps are sealed first and the insulation goes in on top of a house that is already tight.

Yes. The work scope assessment costs nothing and carries no obligation. A technician walks the house, writes up what the envelope is doing and shows you the scope before anything is ordered or submitted for approval.
