Why utility-funded energy programs exist
Massachusetts and Rhode Island both use utility-backed energy-efficiency programs to reduce energy waste in existing homes. Eligible Massachusetts addresses follow Mass Save, while eligible Rhode Island addresses follow Rhode Island Energy's EnergyWise pathway administered by RISE Engineering. In either state, an assessment and written scope determine which insulation and air sealing measures can move forward and what program support may apply.
New England homes on both sides of the state line often predate modern insulation and air-sealing standards. Attics with thin material, open chases, unsealed rim joists and empty wall cavities create the same comfort and energy problems in Massachusetts and Rhode Island, which is why both program pathways start by evaluating the whole building envelope rather than selling one product.
The address decides the program, but the homeowner's starting point is the same. Some households need their first assessment; others already have a written scope and need help moving it through Mass Save or the RISE-administered Rhode Island Energy process. The address determines whether the visit follows Mass Save in Massachusetts or Rhode Island Energy's pathway administered by RISE in Rhode Island. The home is evaluated from attic to basement, and the resulting written scope identifies the insulation and air-sealing work the program may support.

With a scope in hand, Complete Home Comfort coordinates the state-specific next steps: submission, review and approval through Mass Save for an eligible Massachusetts address or through the RISE-administered Rhode Island Energy pathway for an eligible Rhode Island address. No material is ordered until the applicable program has reviewed the scope.

Complete Home Comfort does not set incentives or approve its own scope. Those decisions stay with Mass Save for an eligible Massachusetts address or with Rhode Island Energy's program administered by RISE for an eligible Rhode Island address. The current written assessment and approval control.
What the incentive covers, and what can stop it
For an eligible Massachusetts address, Mass Save Home Energy Services may cover up to 75 percent of qualifying insulation work, subject to the current written scope and program rules. Attic, wall, basement, crawl-space and air-sealing measures can qualify when the assessment supports them.
For an eligible Rhode Island address, the RISE-administered Rhode Island Energy assessment identifies recommended weatherization work and the incentives available for that home. Rhode Island Energy currently supports qualifying insulation and air sealing, while the approved scope, customer eligibility, heating fuel and current program terms determine the final amount.
Some existing conditions have to be resolved before either state program can approve work. Knob-and-tube wiring, vermiculite insulation, mold and active water intrusion can stop a project before installation because approved work cannot go in over an unresolved hazard. These conditions appear in older homes across Massachusetts and Rhode Island, so the assessment looks for them before the scope advances. When failed material must come out first, insulation removal is handled as its own step.
Credentials, and where this applies
Complete Home Comfort carries the state credentials used to work across both service areas: a Massachusetts Home Improvement Contractor registration, the Massachusetts Construction Supervisor Specialty license for insulation held by Douglas J. Stewart, and a Rhode Island Residential Contractor registration. The numbers are shown below so homeowners can verify the company before a scope moves into either state program.
