Complete Home Comfort serves 73 municipalities across nine counties in two states. Massachusetts projects move through Mass Save where eligible; Rhode Island projects follow Rhode Island Energy programs administered by RISE Engineering.

Start with the state, then get local

The state line changes the program administrator, paperwork and registration behind the work. It does not change the way Complete Home Comfort evaluates the house. Every project begins with the building envelope: air leakage, insulation depth and coverage, moisture, ventilation and conditions that could block an approval.

Massachusetts: 47 municipalities across Bristol, Middlesex, Norfolk, Plymouth and Worcester counties. Eligible work may move through Mass Save Home Energy Services, subject to the home's utility, assessment and approved scope.

Rhode Island: 26 municipalities across Bristol, Kent, Providence and Washington counties. Rhode Island Energy's residential efficiency program is administered by RISE Engineering, with Complete Home Comfort performing approved installation work.

The program follows the address

Mass Save in Massachusetts. The assessment determines whether a home and proposed insulation scope qualify, which utility sponsor applies and what share of approved work can be covered. Read the Mass Save insulation guide.

Rhode Island Energy through RISE. Eligible Rhode Island Energy customers begin with a no-cost Home Energy Assessment. Current incentives depend on the property, customer eligibility and approved recommendations. Read the Rhode Island homeowner guide.

The Rhode Island registration was verified as valid through February 17, 2027 in the official state lookup in September 2026. Program eligibility and contractor registration are separate checks, and both matter before work begins.
