In North Attleborough, the same trade grew up along the Ten Mile River starting in the early 1800s, and it left a more layered pattern behind: manufacturers' own houses along Commonwealth Avenue from 1858, and a dense run of plainer housing built specifically for jewelry-shop workers along Cottage Street, Freeman Street, and Park Lane between 1890 and 1910.

Wall cavities built during that era, whether behind a manufacturer's fine woodwork or a worker cottage's plain plaster, went up before insulation fill was standard practice, and most were never opened again after the original build. Mass Save, two municipal electric departments, and which program actually applies

Through the Mass Save Home Energy Services program, eligible homeowners can receive incentives covering up to 75 percent of qualifying insulation work, funded through Massachusetts' investor-owned utility companies. Neither Mansfield nor North Attleborough fits that funding path in the ordinary way. Mansfield's electricity comes from the town-owned Mansfield Municipal Electric Department, established by town vote on June 25, 1903, and North Attleborough's comes from the town-owned North Attleborough Electric Department, which the town has run since the 1890s. Both are municipal light plants, run by the town rather than an investor-owned utility company, and the standard insulation incentive above is funded specifically through investor-owned utility charges.
